The town/city is the governmental center of county of Ohio County. Many German immigrants settled in Rising Sun. The Rising Sun postal service has been in operation since 1844. In the 1830s, Rising Sun was a cyclic stop for hundreds of flatboats daily heading down the Ohio River. Whitlock and Company and Rising Sun Historic District are listed on the National Register of Historic Places. Rising Sun is positioned at 38 57 0 N 84 51 24 W (38.949867, -84.856782). According to the 2010 census, Rising Sun has a total region of 1.569 square miles (4.06 km2), of which 1.45 square miles (3.76 km2) (or 92.42%) is territory and 0.119 square miles (0.31 km2) (or 7.58%) is water. The Rising Star Casino Resort was opened in October 1996 by an partner of Hyatt Corporation with a 2,700-passenger riverboat and 40,000 square feet of gaming space.

The casino was authorized by the Indiana Riverboat Gambling Act, which took effect July 1, 1993, authorized the Indiana Gaming Commission to copy licenses for the express purpose of riverboat gambling in the state of Indiana.

In November 2013, Full House Resorts announced the opening of a new hotel addition for the Rising Star Casino Resort property that featured 104 new hotel rooms and suites.

This expansion was possible due to a unique collaboration between Full House Resorts and Rising Sun/Ohio County First (RSOCF) and Rising Sun Regional Foundation (RSRF).
